PUBLIC NOTICE
 

            Notice is hereby given that the Borough of South Plainfield (the “Borough”) will be seeking qualifications for the provisions of certain professional and extraordinary unspecifiable services. The qualifications are being sought as part of a fair and open process being undertaken by the Borough pursuant to N.J.S.A. 19:44-20.4 et seq.

Responses to provide the services will be received by the Borough at their office, South Plainfield Municipal Building, 2480 Plainfield Avenue, South Plainfield, New Jersey until 4:00 p.m. prevailing time on Friday, March 16, 2007 at which time the responses will be publicly opened and the name of the responder shall be read aloud.

Qualifications will be accepted for the following:

LEGAL COUNSEL – ENVIRONMENTAL/REDEVELOPMENT ATTORNEY

The Borough requires legal counsel for environmental issues and the proposed redevelopment of a Superfund site. The minimum threshold criteria that will be utilized for the evaluation of the responses shall be as follows:

a)       Licensed to practice law in the State of New Jersey for a minimum of five (5) years;

b)       Evidence of professional liability insurance;

c)       Representation of governmental entities, including redevelopment, land use, regulatory and environmental matters for a minimum of five (5) years;

d)       Representation of government agencies before the United States Environmental Protection Agency (USEPA) as it relates to Superfund sites, including regulatory processes and negotiation of prospective purchase agreements;

e)       Representation of government agencies in actions before the United States Environmental Protection Agency (USEPA) in connection with seeking contributions from responsible parties for environmental contamination at Superfund sites;

f)         Representation of government agencies in grant applications from the state and federal government for investigation and remediation of Superfund sites;

g)       Knowledge of the Borough of South Plainfield and the Superfund site located at 333 Hamilton Boulevard within the Borough, commonly known as the “Cornell Dubilier” site

Responses shall be reviewed by the South Plainfield Borough Clerk/Administrator according to the above criteria. The Borough Clerk/Administrator shall recommend to the Mayor and Council selection of the professional or business entity for the position so advertised and the Mayor and Council shall confirm or approve such recommendation by resolution.
