8.   ORDINANCES - Introduction

ORD#1708A  entitled: AN ORDINANCE AMENDING ORDINANCE #1708 ENTITLED “ACQUISITION OF VARIOUS CAPITAL IMPROVEMENTS” TO REDUCE SAID IMPROVEMENTS BY $310,000, DUE TO THE CANCELLATION OF THE CONSTRUCTION OF THE POLICE DETECTIVE FACILITY, AND THE COSTS ASSOCIATED THEREWITH, ALONG WITH THE REALLOCATION OF AN ADDITIONAL $100,000 IN FUNDS TO BE USED FOR THE PURCHASE OF POLICE DETECTIVE EQUIPMENT AS AUTHORIZED BY ORDINANCE #1708 IN THE  BOROUGH OF SOUTH PLAINFIELD, COUNTY OF MIDDLESEX, STATE OF NEW JERSEY.

ORD#1813  entitled: AN ORDINANCE PROVIDING FOR THE INSTALLATION OF SIDEWALKS AND CURBS ALONG SPICER AVENUE IN AND BY THE BOROUGH OF SOUTH PLAINFIELD, IN THE COUNTY OF MIDDLESEX,NEW JERSEY, APPROPRIATING 190,000 THEREFORE AND AUTHORIZING THE ISSUANCE OF $180,000 BONDS OR NOTES OF THE BOROUGH FINANCE PART OF THE COST THEREOF.

ORD#1814 entitled:  AN ORDINANCE ESTABLISHING THE REGULATIONS OF THE OPERATION OF TRAFFIC CONTROL DEVISES IN THE BOROUGH OF SOUTH PLAINFIELD, COUNTY OF MIDDLESEX, STATE OF NEW JERSEY.

ORD#1815 entitled: BOND ORDINANCE PROVIDING FOR ROADWAY IMPROVEMENTS ALONG THE ENTIRE LENGTH OF TOMPKINS AVENUE, BY AND IN THE BOROUGH OF SOUTH PLAINFIELD, IN THE COUNTY OF MIDDLESEX, STATE OF NEW JERSEY, APPROPRIATING $440,000 THEREFOR AN.D AUTHORIZING THE ISSUANCE OF $418,000 BONDS OR NOTES OF THE BOROUGH TO FINANCE PART OF THE COST THEREOF.

ORD#1816 entitled: BOND ORDINANCE PROVIDING FOR PHASE II OF THE SOUTH PLAINIFELD AVENUE PROJECT AND RELATED DESIGN AND CONSTRUCTION DOCUMENT PREPARATION, BY AND IN THE BOROUGH OF SOUTH PLAINFIELD, IN THE COUNTY OF MIDDLESEX, STATE OF NEW JERSEY (THE “BOROUGH”); APPROPRIATING $360,000 THEREFOR AND AUTHORIZING THE ISSUANCE OF $130,000 BONDS OR NOTES OF THE BOROUGH TO FINANCE PART OF THE COST THEREOF.

9. RESOLUTIONS   

     #066 – Authorize the Mayor and Borough Clerk to execute the Corrected Grant and Conservation Restriction Agreement with the County of Middlesex. and to direct the Borough Clerk to forward a certified copy of the agreement to the County of Middlesex.

     #067 - Approve the waiver of the Fire Permit Fee for the Middle School PTO to hold a Board of Education Meet the Candidates Night to be held on April 1, 2008 at 7:00pm in the Kennedy School Auditorium.

     #068 - Declare Denco Construction, Inc. in default under terms of their contract with the Borough of South Plainfield and authorize the termination and cancellation of said contract.

     #069 - Approve revised Agenda and Public Meeting dates for 2008

     #070 - Authorizing a Referendum Question, seeking voter sentiment on the Borough’s funding for the construction of a new public library building.  (This resolution supersedes Resolution #R08-060).

     #071 – Authorize the Chief Financial Office to cancel Improvement Authorization balances for Ordinances 1624, 1660, 1712 and 1761 totaling $176,275.86 on 3/24/08.

     #072 - Authorize the Chief Financial Officer to issue a refund check in the amount of $500.00 to the owner of Block 265 Lot 16.01 Sub 2, (100-102 Front Street) due to an overpayment of sewer fees.

     #073 - Authorize T & M Associates to do design, bid, and provide contract, administrative, and construction observation at a cost not to exceed $46,000 for Phase #2 South Plainfield Avenue Road Improvements.

    #074 - Authorize a Capital Budget Amendment in the amount $100,000.00 to be utilized for Police Detective Equipment, Building Demolition & Other.

    #075 – Authorize the hiring of Lois Garbowsky as an Advanced Aerobics Instructor for the  Recreation Department program at a rate of $30.00 per hour.

    #076 – Authorize a service agreement between the Borough of South Plainfield and Vargo Rossi Web Designs for the purpose of maintaining the Borough’s website, effective April 1, 2008.

    #077 – Authorize and direct the Borough Engineer, T & M Associates, to take any action necessary to request and obtain approval from NJDOT to transfer Fiscal Year 2007 Municipal Aid Grant of $250,000 from the New Market Avenue Extension, Phase I, and the Spicer Avenue project

    #078 – Authorize the Borough Tax Collector to establish allocation and the Borough Attorney to execute the Stipulation of Settlements for 2989 Hamilton Blvd, also known as Block 535, Lot 1.02.

    #079 - Authorize T & M Associates to do design, bid, and provide contract, administrative, and construction observation at a cost not to exceed $56,000 for Tompkins Avenue Road Improvements.

    #080 – Authorize Chief Financial Officer to issue refund check of $100.00 to Donna Peel for medically excused membership fee reimbursement

    #081 – Authorize the re-naming of Strassle Court to Trista Way in honor of Trista Moretti

    #082 - Approve the Person-to Person transfer of Plenary Retail Consumption liquor license #1222-33-013-004, Red Robin Gourmet Burgers Inc., effective immediately. All fees have been paid in accordance with State and Borough regulations.

    #083 – Appoint Margaret Ackerman and Sandy Severini as Co-Coordinators for the DVRT.

    #084 – Authorize the elimination of full-time Social Worker for the Youth Aid Department.

    #085 -  Authorize a Capital Budget Amendment in the amount $800,000.00 to be utilized for Tompkins Avenue Improvements and South Plainfield Avenue Phase #2.
