7.   ORDINANCES – Final Adoption

     #1823 entitled:  An ordinance authorizing the Borough of South Plainfield to accept a recreation easement from the South Plainfield Police Athletic League, Inc. in connection with the grant from the County of Middlesex for the purchase and installation of a multi-purpose turf field and related improvements on the property identified as Lot 1 in Block 204 in the Borough of South Plainfield, County of Middlesex, State of New Jersey.

     # 1824 entitled:  A Bond Ordinance providing for improvements to various roads in and by the Borough of South Plainfield, in the County of Middlesex, New Jersey, appropriating $420,000 therefor and authorizing the issuance of $399,000 bonds or notes of the Borough to finance part of the cost thereof.

     #1825 entitled:  An ordinance appropriating $1,500,000.00 for the installation of a synthetic grass field, fencing, play structure and other improvements on the field at the rear of the PAL building in the Borough of South Plainfield, County of Middlesex, State of New Jersey

8.      ORDINANCES – Introduction 

      #1826 entitled:  an ordinance amending Chapter 146 entitled “Peddling and Soliciting (Ordinance#0008), as supplemented and amended, of the code of the Borough of South Plainfield”

      #1827 entitled:   A Bond Ordinance amending bond ordinances numbered 1815 and 1816 of the Borough of South Plainfield, in the County of Middlesex, New Jersey both finally adopted April 4, 2008 in order to amend the descriptions of the projects, reduce appropriations and authorizations and increase the section 20 costs and providing for various new capital improvements, appropriating $385,000 therefor and authorizing the issuance of $248,250 bonds or notes of the borough. $128,250 of the bonds are new borrowing and $120,000 is from Ordinances 1815 and 1816.

     #1828 entitled: An ordinance amending ordinance no.1748, thereby

      modifying the weight restriction on a portion of Hamilton Boulevard within

      the Borough of  South Plainfield.

 

# 1829 entitled:  an ordinance repealing ordinance no. 1749, thereby

eliminating the weight restriction on the entire length of Belmont Avenue within the Borough of South Plainfield.

9. RESOLUTIONS  

#08-192      Authorize the release of a Performance Bond to Lincoln Real Estate for

                    Block 284, Lot 25, Dover Place, subject to the submission of 2 year

                    Maintenance bond.

#08-193       Authorize Chief Financial Officer to issue a reimbursement check in the

                    amount of $150,000.00 to the South Plainfield Free Public Library toward

                    repayment of funds expended for the new library project.             

#08-194:      Authorize the Chief Financial Officer to issue a refund check to Raquel Shucai

                   of 324 Firth Street, also known as Block 38, Lot 8 in the amount of $636.55 for a

                   tax appeal judgment           

#08-195     Hire Angelo Strillacci from Thursday, July 10, 2008 through Friday, July 18,

                   2008 at a rate of $35.00 per hour, to fill in for Plumbing Inspector, Vinny

                   Franchino, who will be on vacation.

#08-196      Authorize the transfer of $80,000 of 2007 Community Development Block

                  Grant funding for ADA improvements in proposed library to ADA approved

                   Handicap-accessible safety ramps on various borough streets.

#08-197     Approve block party for Diane Zekas for Saturday, July 26, 2008 (Rain date

                   of July 27th) on Grant Ave from Franklin to Melrose Ave.

#08-198      Authorize appropriation transfers in the amount of $100,000 for the Current

                   Fund. This transfer is done in accordance with N.J.S.A. 40A:4-58.

#08-199     Approve the Temporary Budget for FY2009 – Total General Appropriations

                   in the amount of $7,761,481.00; Total Sewer Utility in the amount of

                   $1,693,075.00and Total Pool Utility in the amount of 70,500.00

#08-200      Accept the Corrective Action Plan for the fiscal year ending June 30, 2007, as

                   submitted by the Borough’s Chief Financial Officer.

#08-201    Amend Resolution #08-156 to include East Hendricks Blvd and construction

                  authorization for engineering services by T&M Associates as part of the

                  Linden Ave project at a cost not to exceed $61,600

#08-202     Cancel FY2007-2008 balances in the amount of $10,000

#08-203      Appoint Mary Beth Khidre to the position of Secretary, Boards/Commissions

                   effective June 24, 2008 at a salary of $40,378.00.

#08-204       Authorize the elimination of the title of Assistant Zoning Officer

#08-205     Award Road improvement contract to Stilo Escavation, the low bidder for the   

                   South Plainfield Avenue Phase II project and the Tompkins Avenue project

#08-206    Authorize and direct the Mayor and Municipal clerk to execute the Contract

                  for Professional Services with Maryann Nergaard, Esq. and the law firm of

                 Woolson, Sutphen, Anderson & Nergaard, P.C., to represent the Borough as

                 special counsel for the Durham Plaza Tax Appeal.

#08-207     Authorize the Mayor and Acting Municipal Clerk to execute a Contract for

                   Professional Services with The WBA Group, Inc., for the professional

                   services of engineering and designing the multi-purpose turf field and

                   associated improvements, for a fee not to exceed $91,500.00.

#08-208      Authorize an appropriation of $2000.00 to provide for a preliminary draft of     

                   the Ad Hoc Committee’s  proposed new bypass truck route

#08-209      Authorize the Municipal Clerk to issue 2008-2009 liquor license to          

                   Sonador, Inc., license # 1222-33-008-010 having met all State and Borough

                   requirements and having paid all appropriate fees.

#08-210      Authorize the purchase of a new Brush Truck from Absolute Fire Protection

                   with funds authorized under the 2007 MCIA Lease Program, at a cost not to

                   exceed $8,870.00 from Acct # C-04-55-901-000-918

#08-211      Authorize the purchase of inflatable boats and motors from Busters Marine

                   Service for the Fire Dept., Acct 8-01-25-265-001-475, at a cost of not to

                   exceed $6,794.00

#08-212       Authorize a Capital Budget Amendment in the amount $385,000 to be

                    utilized for Linden Avenue, East Hendricks Blvd. & Various Borough roads
