10. ORDINANCES – Final Adoption

     #1787 – An ordinance amending and supplementing Ordinance #1278 entitled “The Zoning Ordinance of the Borough of South Plainfield, 1992”, Revisions to the Zoning Map.

     #1788 – An ordinance authorizing the entering into, execution and delivery of the MCIA Capital Lease Agreement.

     #1789 – An ordinance creating various positions for the Borough and establishing compensation ranges for said positions.

     #1790 – An ordinance to regulate political contributions for applications before the Planning Board and Board of Adjustment of the Borough of South Plainfield.

     #1791 – A Bond Ordinance amending Ordinance #1780, adopted by the Borough on
March 20, 2007, entitled: “Bond Ordinance providing for various roadway and intersection improvements”, increasing the amount of the ordinance by $32,500 to cover cost        associated with the repaving of the DPW parking lot. This repaving is mandated by the                          NJDEP as part of the new stormwater regulations.

     #1792 – An ordinance establishing the regulation for operation of traffic control devices on Helen Street/Bushwick Avenue with Durham Avenue in the Borough of South Plainfield,                                  County of Middlesex.

     #1793 – An ordinance establishing the regulation for operation of traffic control devices on Durham Avenue with Hamilton Avenue in the Borough of South Plainfield, County of Middlesex.

     #1794 – An ordinance establishing the regulation for operation of traffic control devices on Ryan Street/St. Nicholas Avenue with Hamilton Boulevard in the Borough of South Plainfield, County of Middlesex.

     #1795 – An ordinance establishing the regulation for operation of traffic control devices on Belmont Avenue with Hamilton Boulevard in the Borough of South Plainfield, County of                                      Middlesex.

     #1796 – An ordinance establishing the regulation for operation of traffic control devices on New Market Avenue with Hamilton Boulevard in the Borough of South Plainfield, County of Middlesex.

11. ORDINANCES – Introduction

     #1797 – An ordinance providing for the exchange of municipal land with 2201-2239 South Plainfield, LLC by where the Borough will receive a portion of Block 308, Lot 12.05 in exchange for a portion of Block 404.03, Lot 1. The Borough will also receive the sum of                                   $97,500.

12. RESOLUTIONS

     #157 – Authorize amendments to the FY2008 Temporary Budget – Total Appropriations Inside “CAPS” in the amount of $355,000.00 and Total Pool Utility in the amount of                                       $85,000.00.

     #158 – Authorize the temporary capital budget amendment to include the resurfacing of the DPW facility, as required by the NJDEP.

     #159 – Authorize the Chief Financial Officer to issue refund check(s) in the amount of $732.17 (340 Hamilton Boulevard).

     #160 – Approve a block party request from Cheryl Shine for Saturday, September 8, 2007 (September 15, 2007 raindate) on Ritter Avenue between Triangle Place and
Merchants Avenue
.

     #161 – Authorize the renewal of the street sweeping contract with Garden State Power Sweeping for the period July 1, 2007 through June 30, 2008 at a cost not to exceed $45,443.00. This contract is being renewed in accordance with N.J.S.A. 40A:11-15.

     #162 – Award a contract to DMS Systems, Inc. to provide crossing guard services for the 2007/2008 school year at a cost not to exceed $374,556.50 ($15.15 per person / per hour).

     #163 – Approve the use of Putnam Park by the Almost famous Players for their Annual Haunted Woods Tour from October 25-31, 2007 from 4:00 p.m. until 10:30 p.m., as well as the waiver of all fees, except electrical, for said event.

     #164 – Authorize a “Professional Services” contract with the Borough’s Environmental Engineer, PMK Group, to perform quarterly groundwater monitoring tests at a cost not to exceed $35,136.00 for the period July 1, 2007 through June 30, 2008.

     #165 – Accept the resignation of Police Officer, Jessica DeJesus, effective August 3, 2007.

     #166 – Approve the refund of the raffle license fee paid by Lori Cullen, on behalf of the Tiger Sharks Swim/Dive Team, in the amount of $20.00 due to the cancellation of said raffle.

     #167 – Authorize a “Professional Services” contract with the Plainfield Area Regional Sewerage Authority to perform various testing, monitoring, inspection and cleaning of the   Borough’s sanitary sewer system at a cost not to exceed $62,400.00.

     #168 – Authorize the renewal of a contract for bulky waste collection with Pinto Brothers Disposal Service for the period August 1, 2007 through July 31, 2008 at a cost not to exceed $153,400.00. This contract is being renewed in accordance with N.J.S.A. 40:11-15.

     #169 – Authorize a contract with Michael Grennier (and Internet Crimes Group, Inc.) to oversee the Borough’s Computer Systems and assist in and coordinate all maintenance, repairs and upgrades required on said systems at a cost not to exceed $20,400.00.

     #170 – Authorize the entering into Executive Session for items approved by the Open Public Meetings Act, P.L. 1975, Ch. 231.

13.  CORRESPONDENCE

1.      Letter from Larry Murrell regarding flooding issues by Walnut Street Park and the surrounding area.

2.      Petition from Larry Murrell for immediate action of the Governing Body to alleviate the flooding situation in the area in the neighborhood of O’Keefe Lane and McDonough street, including Hill Hollow Road, Elizabethtown Court and South 10th Street.
