9.  SPECIAL ORDINANCE - Introduction

     #1798 – An ordinance to exceed the municipal budget appropriation limits and to establish a CAP Bank in accordance with N.J.S.A. 40A:4-45.14.

10.  Introduction of the FY2008 Budget and set September 18, 2007 as the Public Hearing date.                                                                                                                                                  

11. ORDINANCES – Final Adoption

     #1788 – An ordinance authorizing the entering into, execution and delivery of the MCIA Capital Lease Agreement.

     #1797 – An ordinance providing for the exchange of municipal land with 2201-2239 South Clinton, LLC by where the Borough will receive a portion of Block 308, Lot 12.05 in     exchange for a portion of Block 404.03, Lot 1. The Borough will also receive the sum of                          $97,500.

13. RESOLUTIONS

     #175 – Authorize the Chief Financial Officer to issue refund check(s) in the amount of $95,441.94 to DSC of Newark Corp. who has received a favorable judgment on a tax appeal for Block 256, Lot 1 (333 Hamilton Blvd).

     #176 – Authorize the waiver of all fees (except electrical) associated with the building of the new Rectory for Our Lady of Czestochowa R.C. Church.

     #177 – Authorize the waiver of the Fire Permit fee, in the amount of $42.00, for the South Plainfield Summer Drama Workshop which will occur between August 2-5, 2007.

     #178 – Authorize the refund of the building permit fee paid by Sergio Modernel in the amount of $33.00 for property located at 1706 Plainfield Avenue.

     #179 – Approve a block party request from Elaine Kolodzieg for Saturday, August 11, 2007 (no raindate) on Delaney Court between house #17 and house #27.

     #180 – Approve a block party request from Stephen and Connie Macellara for Sunday, September 2, 2007 (no raindate) on Revere Road between May Avenue and Putnam Avenue.

     #181 – Approve a block party request from Marguerite Fusco for Saturday, September 1, 2007 (September 8, 2007 raindate) on the entire length of Holly park Drive.

     #182 – Authorize the hiring of temporary part-time plumbing inspector Robert Tumolo to perform said duties in the absence of Angelo Strillacci for the period 3-10, 2007 at a rate of                          $30.00 per hour.

     #183 – Authorize the Mayor and Municipal Clerk to execute and the Borough Engineer, CME Associates, to prepare the grant application for the FY2008 NJ Department of         Transportation Trust Fund Grant for Phase II of the South Plainfield Avenue Project.

     #184 – Authorize the waiver of all fees associated with the installation of the air conditioning unit for Borough Hall.

     #185 – Authorize the temporary road closings along portions of Front Street and South Clinton Extension due to work being performed by E.E. Cruz Construction on behalf of                                                 Consolidated Railroad.

     #186 – Authorize amendments to the FY2008 Temporary Budget – Total Appropriations Inside “CAPS” in the amount of $97,000.00; Total Appropriations Outside “CAP” in the      amount of $206,321.54; Total Sewer Utility in the amount $100,000.00 and Total Pool                             Utility in the amount of $5,000.00.

     #187 – Authorize appropriation transfers in the amount of $7,500.00 for the Current Fund. These transfers are done in accordance with N.J.S.A. 40A:4-58.

     #188 – Authorize the entering into Executive Session for items approved by the Open Public Meetings Act, P.L. 1975, Ch. 231.

     #189 - Accept the resignation of full-time Public Safety Telecommunicator Morgan Harrington effective September 1, 2007. Ms. Harrington will be retained in a part-time capacity as a salary commensurate with the current salary ordinance.

     #190 – Authorize the Mayor and Municipal Clerk to execute the contract regarding the Open Space Acquisition between the Borough of South Plainfield and Jayne Investment Group, LLC for the acquisition of Block 254, Lots 30, 30.01 and 31.
